How to Add an Error Code to Windows' Error Code List

I'm familiar with the location of Windows' error code list at: C:\Windows\System32\en-US\netmsg.dll.mui.

However, while I can see the file via the Command Prompt, it's not visible in Windows File Explorer or Resource Hacker. I attempted to copy it with the command: xcopy C:\Windows\System32\en-US\netmsg.dll.mui *DESTINATION_DIRECTORY* But I'd prefer to edit it directly so that Windows recognizes the new error code.

Additionally, when trying to add error codes longer than 999, I've observed that such entries already exist. However, Resource Hacker doesn't display them in the MUI's message table.

Can anyone guide me on adding a new error code without disrupting the system's predefined error codes?
