Deploy different start menu layouts on same device based on account logged in

i have a use case where my users have one start menu and my device local administrator account has a different layout. Is it possible to deploy with Intune a custom start menu layout for users and have another custom start menu layout for the device local administrator account? I have tried a bunch of different options but keep running into a wall trying to deploy out something so the same device has different start menus based on what account you login as.
