How to uninstall the KB5031471 patch that was accidentally installed in Windows LTSB Ent 2016 machine

There is no option to uninstall in the control panel. Due to this update, we have a high impact on our application on multiple machines.

Due to this, we are not able to run any exe or MSI files, which throws an error: "Application popup: Ssms.exe - Application Error: The application was unable to start correctly (0xc0000142). Click OK to close the application."

We applied this patch to around 600 machines. Please help us to determine this issue.

    I did the above steps but had no luck.

    Is this patch not compatible with the following SQL, which is the cause of this issue?

    Product Level SP2
    Product Version 13.0.5233.0
    Engine Edition 4

    Also, it does not allow us to run any exe.

    I would appreciate it if you could help me with this. Due to this patch, we are experiencing impact in our applications

    I did but result as follows

    Microsoft Windows [Version 10.0.14393]

    (c) 2016 Microsoft Corporation. All rights reserved.

    C:\Windows\system32>cd\

    C:>ftype exefile="%1" %*

    exefile="%1" %*

    However, No luck..

    Everything works fine after uninstalling this patch. However, we're looking for a solution that doesn't require a machine reboot
