How can I install arcgis for python on a runbook in an automation account? The python packages don't work as it has dependencies. I have also tried the import_py3package_from_pypi but it fails as there is no .whl file.

Some Python packages available on PyPI don't provide a wheel file. In this case, you need download the source (.zip or .tar.gz file) and generate the wheel file using
pip.Perform the following steps using a 64-bit Windows machine with Python 3.8.x and wheel package installed:
- Download the source file
pandas-1.2.4.tar.gz. - Run pip to get the wheel file with the following command:
pip wheel --no-deps pandas-1.2.4.tar.gz
After getting wheel file, kindly add python packages from automation account and let me know if you face any issues.

The problem is I am specifically trying to install arcgis package on a runbook in azure. I am not able to run any commands like pip install and need to download the package and manually load it. The arcgis packages fails as it has dependencies that are not installed.
Perhaps I just don't know where to run the pip commands

- Which Runtime Version are you using : Python 3.8 or Python 3.10 (preview).
- Location of azure automation account.
- Is this(https://pypi.org/project/arcgis/#files) the package are you trying to import ?
