If I want to run one VM in Azure that is 8 vCores, can I buy just 8 cores of Windows Server Standard through a CSP Software subscription or is this still limited to a minimum of 16 cores per customer? I know that through Commercial licensing the customer must have a minimum of 16 cores, but thought it may be different in Azure using a CSP software subscription.

I am not seeing if there is still a 16 core minimum or if only 8 cores can be purchased. Am I missing this?
Sorry, I misunderstood. Sure you can purchase windows server standard or datacenter in 2-core packs from your reseller.
