Microsoft Remote Desktop, ip address same as destination issue

Hey,

We have a problem with Microsoft Remote Desktop for MAC.
We are able to connect to the remote PC from another Windows PC but on the MAC we are getting an error saying verify targeted computer is ON.

We tried on the MAC using a phone hotspot and it works great (meaning the issue is probably with router).
I noticed the MAC and the targeted PC have the same IP, could that create a problem?

    Yes. IP address conflicts can prevent two devices from communicating and establishing a connection.
