why is most of my ram hardware reserved?

i have a pc with a msi X370 XPOWER GAMING TITANIUM (MS-7A31) motherboard with 32GB (15.9GB available, 16.1GB hardware reserved) of ram and i've beem having some RAM issues, i've tried everything that i could find to help (bios update, bios reset, reseating, cleaning, virtual memory optimization, ect) but so far nothing has helped, i was however able to clear 1GB but nothing more since, is there anything i can do?
