How do we disable Fabric on Microsoft GCC High

Hello,

My organization has recently converted to GCC High.

We are rolling out some PowerBI tools in our Sharepoint sites. While previous PowerBI users seem unaffected, new users cannot view or access these tools, and are being redirected to use Microsoft Fabric.

I see Fabric was automatically 'enabled' in July, but Microsoft Fabric is not available for GCC High and therefore we cannot access it even if we wanted to.

Our administrator is having trouble finding where to disable Microsoft Fabric in our tenant.

The assistance we can find is for the standard tenant, and our admin panels do not have the same links, or look the same as the resources we've found so far. The PowerBI admin panel he has brought up does not have the detailed menu or options we expect. It's a challenge since our company accounts do not operate for normal Microsoft logins (for example, having to use a personal account to access this site as my company account will not grant access.)

Can someone please help with a specific guide of permissions, admin panels and steps we need in order to not be redirected to Microsoft Fabric when users try to view PowerBI reports on Sharepoint for GCC High which I can pass along to IT?
