Debug Program Privilege!

Question

Hello,

I am trying to grant a user debug program privilege by following these step:

If an issue arises that requires an application to be debugged on a production server, you can move the server to a different organizational unit (OU) temporarily and assign the Debug programs user right to a separate Group Policy for that OU. I log out and log back on and the debug privilege has not been granted to the user.

Any help would be appreciated
