According to the official recommendation, I added a REG_DWORD 32-bit entry named DWMFRAMEINTERVAL with a value of 15 in the Winstations location of the registry.

After upgrading to 23H2, the frame rate is still only 30 fps after remotely setting the registry 15.

In 22H2, the frame rate could reach 60 fps after setting the remote desktop registry to 15.

    If the server has the RD Session Host Role installed, apply the following registry keys to enable the RCM legacy model. It triggers an Active Directory query to check for RDP profile settings:

    Path: HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows NT\Terminal Services and HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Terminal Server\WinStations<Winstation name>\

    Type: Reg_DWORD

    Value: 1 (Decimal)

    Then, restart the Remote Desktop Service. If the server doesn't have the Remote Desktop Service role installed, you must set up an extra registry key:
