Can't raise the domain functional level when migrating AD

When Migrating the AD from a Windows server 2012 R2 to a Windows server 2022, after all the steps until the "raise the domain" one provided on this link [How to Migrate Active Directory Server 2012 to 2022 (https_xpertstec.com)]when I try to raise the domain functional level on the AD from the new server it gives the error "you cannot raise the domain functional level because this domain includes active directory domain controllers that are not runnning the appropriate version of windows".

The only thing that I noticed strange is that on the registry from the 2012 server the schema version and system schema version mismatch, on the 2022 server they are both 88:

    What is forest functional level and domain functional level now?

    What forest functional level and domain functional level do you want to raise?

    How many DCs are there in the domain?

    What are the OS version of these DCs?

    Based on the error message "you cannot raise the domain functional level because this domain includes active directory domain controllers that are not running the appropriate version of windows", you should ensure:

    	1. Ensure that all domain functional levels are equal to or higher than the forest functional level;
    	2. Ensure that all domain controller operating systems are at or above the domain functional level;

    can anyone help me with this user wants to migrate the AD server from 2012R2 to 2016 while I'm trying this I'm getting errors like this i even checked the schema version as well still no use needing your inputs if possible please post me steps that will be very useful
