Conditional Access problem - OneDrive Sync client not passing device ID

I have a conditional policy about blocking SharePoint access on unmanaged devices.
There is one user, his OneDrive login is blocked by this policy because the device is unknown on this sign-in log details. At the same time, he is able to sign into SharePoint, and Teams, and the logs for those sign-in have the deviceID.
I don't understand why the deviceID can't be passed on the OneDrive sign in only. How to resolve this issue.

The sign-in is from the office app. He clicks on the blue cloud icon on the task bar and signs in from there. The IP is the same in the the sign-in logs on all records.
