Any way to use AD to manage settings on a barcode scanner (Windows 2008 R2)

Hello everyone. Bit of an odd question: we are having an issue with users at our company messing around with settings on our MC9190-G barcode guns. I've looked into the issue and Zebra has discontinued support for these devices, which means the management program I have downloaded won't work due to a lack of a template file that is needed.

This isn't the end of the world if I can't resolve the issue, but we're looking to do one of two things in order to remedy the issue: either bring the barcode guns into the AD and manage the devices with group policy, or inject some powershell code into the start up scripts on our scanners that achieve the desired goal. The barcode devices are Windows Embedded Handheld 6.5 Classics, with CE OS 5.2.29315 (Build 29315.5.3.12.37). Given the age of the devices, I'm not sure if we can do the former.
