I am unable to create a GPT-4 model within OpenAI.

    Welcome to Microsoft Q&A! Thanks for posting the question.

    In which region you are trying to deploy GPT-4 model. As mentioned in the documentation, there are limited availability of GPT-4 models in East US, East US 2, France Central region, Australia East, Japan East, UK South and this could be preventing you from deploying a new GPT-4 model.

    I suggest you to please use your other GPT-4 model versions and a different region like Canada East, Sweden Central and Switzerland North which is available for GPT-4 model creation.
