No need to uninstall the 1.5 first , just ensure its in staging mode, then install V2 on a supported server.
After you confirmed the new installation is working, uninstall the old version and remove the health agent in Azure:

My Azure Connect 1.5 sync service has been depreciated and the latest Connect Version V2 will not support the existing sever OS(2012R2) it is installed on, so cannot do in-place upgrade. I have another DC on Server 2019 I can install Sync services on. My question is:
Do I install from scratch Connection V2 on the new DC
If so, will I need to uninstall the original depreciated V1.5 service from the 2012R2 server first or can I just get sync services up with the new V2 install on the 2019 Server and come back later to uninstall or decommission the original non functioning service.?
