    It seems like you have exceeded the limit of Vcores for the region.

    Please check the current usage of the Standard F family vCPUs from the Azure portal.

    On your subscription, go to usage+quotes and look for "Standard FS family

    To request a quota increase, go to the portal and file a support issue. In the support issue, request an increase in your quota for the region.
