Issue creating new folders within document libraries for SharePoint 2019 website

I currently manage a website utilizing SharePoint 2019 and have been encountering a sitewide issue with all document libraries hosted on the site which occurs for all users including users with all permissions granted / admin privileges. New folders are unable to be created within document libraries utilizing the ribbon header from the Files -> New Folder button. Users are prompted with the Create a folder popup window and may enter a new folder name and then click the Create button, however, afterwards the request spins and times out after 2-4 minutes and users are presented with the red error text message within the pop up "Unexpected response from server.". I have searched through the associated logs for the SharePoint 2019 and through event logs and for each windows server hosting the site and have not found anything useful aside from seeing the initial ribbon button click action being submitted.

Please follow below tips to troubleshoot the issue.

1.Whether this issue occurs in all site collections? Try to create a folder in another site collection to check if this issue persists.

2.Try to Create a folder in classic experience, compare the result.

3.Check whether users have limited access permission in addition to existing permissions.

4.If these document libraries have validations or JSON formatting, remove validations or JSON formatting, then have a try.

5.Go to Site settings -> Site collection features -> Deactivate Limited-access user permission lockdown mode feature.

6.Try to install latest CU for SharePoint 2019.
