Microsoft.Web Resource Provider is stuck on Registering/Unregistering

I used terraform to set up some Azure resources. If I search Microsoft.Web in my subscription's Resource Provider blade, it previously said "Registering" with a little blue circular arrow for over 24 hours, so I clicked unregister to try to restart it, after which it has said "Unregistering" for 48 hours and still does. It appears to be stuck. How do I unstick it?
