Azure Service Bus - The maximum message size quota for outgoing messages (327680) has been exceeded.

I am receiving the following error:
The maximum message size quota for outgoing messages (327680) has been exceeded.
What does this mean? I am using Standard Tier, there is no mention of a quota on outgoing messages, only incoming messages.
I am not sure if upgrading to premium will fix the issue?
