If it's a one-time occurrence I wouldn't worry about it. If it happens every time than it is likely the user does not have delete permissions.

i have a weird behavior
i have a user that tries to open a file and it was saying it's open by someone else but when i look in my active directory and the file was open by another user then the one it was saying
what could be wrong ?

The username comes from the owner file not from active directory. With the document closed by all users try deleting the owner file. (file begins with a tilde)
