Problem with creating an E5 subscription

I am attempting to create an E5 subscription, and I encounter an issue when verifying my phone number. I receive the following message:

"We can't continue with the signup process for the following reason:

  • Your phone number did not pass security checks. MS-CorrelationId: 00000000-fdb3-466b-8f45-4c83a11ce949 Code: 40315"

What am I doing wrong?
