1. Were you able to connect before and now facing issues, or is this a new setup?
2. What authentication method are you using to connect to the server/database?
3. Are you connecting from a local machine or a VM/jump box, and what is your network configuration (public or private)?
4. Have you attempted connecting from the portal (Query editor) to see if it works?"

could you please provide the exact error message you get?
The reason for not being able to connect to an Azure SQL DB could be depend on various resons.
