Unable to assign ESU to all Resource groups

Cannot assign ESU licenses to all resource groups where 2012 servers reside. Cannot get resource groups for eligible servers to show.

The main root cause might be related to RBAC, you need to have Contributor+ across the board for all these environments.

Please ensure you have the right access and try assigning the ESU licenses to all Resource groups.
