Telephone Support

Question

My brother does not have access to the internet because he receives a message on his screen that an error occurred, and they provide a phone number. I think this may be scam. Is there a number to phone support? The chat person gave me a number, but that just referred me back to the website. If he can't get on the Internet, how can he access the website? He needs a telephone number that can get through to a support person.
