According to our research, Appointments are just for you, Meetings are to invite people to. Appointments affect only your own calendar and Appointment can add participants to be a Teams meeting. So, it is more of an anticipatory behavior, plus my test results are the same as yours.
- Right click to create a new Appointment from Outlook calendar.
- Click new Teams meeting.
If you want to right-click to create a Teams meeting directly, you need to check the option of Add online meeting to all meetings in Calendar option.
Then right-click to directly create a New Meeting Request.
