What is criteria to UWP ScrollBars auto-hide when no interactions? Because sometimes, the scroll bar doesn't hide anymore

Hello!

Sometimes, the scroll bars inside ScrollViewer compoent doesn't hide anymore. Some cases, the scroll bars auto-hide correctly, but there are some mouse interactions that scroll bars doesn't auto-hide. It's seems a little bug. Please, can anyone help me about this topic?

Let me explain better: sometimes, the scroll bars of ScrollViewer component doesn't auto-hide anymore. Some cases, the scroll bars auto-hide correctly but there are some mouse interactions (mouse wheel or click/move the scrollbar) that scroll bars doesn't auto-hide when after cursor rest. I think that the scrollbar should auto-hide when mouse pointer is resting. It's seems a little bug.

We already know that the auto-hiding of the ScrollViewer's scrollbars is expected behavior when the mouse is resting (or when it no longer interacts with the ScrollViewer).

The issue is: at times, after we use the vertical scrollbar (using the mouse), this self-hiding becomes unstable. In other words, even when the mouse is resting, the scroll bars do not automatically hide.

This is the reason for my question, because I observed instability in this behavior.
