Getting Pay Per Incident support

I have been trying to verify we're going about getting support in the correct way since the software assurance program has been discontinued. I need to get support for our on-prem servers, such as verification a server with a specific roll is functioning properly.

In this case I would need to create a Microsoft account, like with an @outlook.com name, go to the business support hub, pay the $500 and submit my ticket? It's been difficult verify this with a human being and it seems wild to me that we would need to create a whole new account rather than use our existing Azure accounts.
