We are facing issues while moving data from sql server maintenance plan to azure storage when Hierarchical namespace is enabled.

I am not sure that I understand. I will need to admit that I'm not acquainted with Hierarchical namespace. Nor do I see the connection between data from Maintenance plans and Azure Storage. Can you elaborate on what you are trying to do, and what issues you are facing. (Error message, bad performance, something else?)

Also, while maybe not relevant to your question, permit me to point that you are running an outdated build of SQL 2019. You should download and install the most recent Cumulative Update as soon as your business can permit a few minutes of downtime.
