I cant connect to my private IP on Helix Core via p4V

Hey everyone.
I'm new to Azure. I chose Azure, because I needed a VM to host my server for my personal projects ( video games). I've deployed my VM, and installed Perforce (Helix Core, and P4V) on the Machine. However I cant see the server via the public IP, nor can I see it via the private IP.
I'm using Helix core 2023.1
When I try to Ping I n the cmd windowthe public or private IP of my VM I get timed out,
When I try to connect via P4V on another machine. The error I get is.
Perforce Client error: Connect to Server failed; check$P4PORT.
TCP connect * * * .* * * .**.* * *:1666 failed.
connect: * * :1666: WSAETIMEDOUT, A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.

I understand that you are trying to connect to a VM in Azure.
- May I ask if you have deployed a Windows VM or Linux VM?
- Please note that you can only RDP/SSH/Ping via the Public IP if you are allowing it in the NSG of the VM.
- May I ask what exactly is the problem?
- Are you not able to ping the machine?
- or are you not able to RDP/SSH to the machine?
- Are you not able to ping the machine?

Specifically, I cant connect to my Helix Server that I set up on my VM. I set up a Windows Server VM.
SO TLDR, I can neither PING my VM. Nor can I connect to my helix core server.

2023-11-08T06:28:19.3233333+00:00 If you are not able to connect to the VM via RDP, may I ask how did you install the third party application you are referring?
As stated by Dillon Silzer , you must
- Are you able to RDP to the VM via Public IP?
- If not, please Open the Port 3389 to RDP to the VM via Internet
- For your third party application,
- Is it a service that listens on certain port?
- In that case, make sure you allow that port as well in the NSG.
- Is it a service that listens on certain port?
- Refer : Create a network security group
