Outlook/Hotmail does not send my email with pdf file attachment

Question

When I send an email with a PDF attachment, ******@outlook.com returns me this email:

Delivery has failed to these recipients or groups:

Your message wasn't delivered because the recipient's email provider rejected it.

Diagnostic information for administrators:

Generating server: #####.namprd19.prod.outlook.com
Remote server returned #### Message blocked because it contains content identified as spam. #####'

What has happened with Microsoft email servers?

Can someone help me with how to send my email with a PDF file?

Other email service providers, like Google, accept my PDF files.

In addition, Outlook treats emails from ******@notifications.microsoft.com as junk emails. but it is the official email of the Microsoft Company.
