IE11 Icon Render issue

In IE11 on a Server 2016 RDS environment, Icons are not rendered or displayed. The link is there if you point to the location, but the icon itself is missing. This is causing a problem in an EMR system in that the icon for renewing a patient subscription is one of the icons that is missing. Unfortunately, this EMR requires IE11, so using a different browser isn’t an option. I’ve tried resetting the IE settings, Clearing the cache, rebooting the server going through all the security settings in Internet Options to no avail. So, at this point, I was hoping to be able to call MS for some support on it.

    From the screenshot, the issue seems related with the web page settings in IIS.
