Cant access to Azure Devops, second factor doesn't work

hi!, I have a group of users (4) who can no longer access their Azure Devops account. The reason for this is that their second factor does not give them the notification that they must enter the number that is sent (it would seem that they were not linked but the emails correspond to each other (app email vs account)), has this happened to anyone else? I have tried the following:

  1. unlink the second factor and link it again
  2. Delete the account from the organization (it is an external account) and relink it after a reasonable time.

I should mention that I do not have any domain (DC) associated with this account.
