Could you please re-confirm if you have signed up for the Azure Cognitive Services Facial Recognition Limited Access Review from here https://aka.ms/facerecognition ??

If Yes, please check if you have received the Welcome to Microsoft Cognitive Services Facial Recognition email from csgate@microsoft.com .
If your request is approved then you should be able to use the same in the subscription that was approved for.

If you have already got the approval confirmation email and still seeing the same issue, then you can reply back to the gating team csgate@microsoft.com
to re-check the subscription id that was provided or raise an azure support case to check if your access was correctly provided.

Also note, since this being a public forum, other users will not be able to resolve the same except for the service team (Azure Face API team). You can create a support case from Azure portal for the service team to address the same. Do you have a valid support plan for your subscription? Awaiting your reply.
