Windows 11 23H2 In-Place upgrade (VL ISO) is hanging.

I am working on a SCCM Task Sequence to in-place upgrade to Win11 23H2 using the volume license media, but for some reason the install is hanging. I decided to try installing by double clicking the exe (from an extracted VL iso) but it's also hanging on "Making Sure you are ready to install/Please Wait" and has been that way for hours.

Anybody else having this issue?

I don't know if its related or not but the $Windows.~BT\Sources\Panther\Setuperr.log shows this error. (and a few other similar "OneSettings" errors)

"Failed to create OneSettings infrastructure."

    The solution seems to be fixing misaligned dlls in the IPU media by using those from the August 22H2 release. https://www.reddit.com/r/SCCM/comments/15tutvf/in_place_upgrade_hanging_recent/

    1,It's firstly recommended to examine the smsts.log on the target system.

    Please refer to the following article to export the smsts.log to troubleshoot the task sequence error.

    Hi,

    We´re experiencing the same problem and this is clearly due to the buggy Win11 23H2 installation media from the VLSC portal.

    Manually replacing any DLL files is not an option for us. Dear Microsoft, please fix the problem and provide updated ISO files.

    Other major manufacturers also seem to have a deployment issue here: https://support.citrix.com/article/CTX464127/windows-11-22h2-update-citrix-known-issues

    I just wanted to post an update here. This appears to be fixed in the December 2023 VL media. we are ready to roll now! Thank you to whoever it was over at MS that fixed this issue!
