User still appears in TFS after removing from TFS 2018 on-prem

Question

I have a user that has left my company so we have remove him from all groups in TFS 2018 and he is also disable in AD. but he is still appears in TFS and derfor still can be choicen in there.

So the question is how can i remove that user totally from TFS so he is not appears anymore?

i have been trying this tfs - Remove Inactive User from Team Foundation Service Accounts group - Stack Overflow but it seems that the TFS daemon on the server is not registered as the owner of the TFS group.
