Unable to create new deployment

As recently as November 7, I successfully created a deployment of the gpt-3.5-turbo model in the north central us region, but when I try to create new deployment of another model today, the dropdown to select new models has an error saying "No models are available. Please check your access or try again later".
At the same time, I can't create an Azure OpenAI service in any region with my "Azure for Students" subscription anymore.
It's unlikely to be a configuration issue since I have not changed anything.
