This issue may be due to an error during the update process or a configuration issue after the update. You can try the following steps to fix this:
- If the problem persists after restarting, try using System Restore to restore your computer to the state it was in before the update.
- If the above steps don't resolve the issue, try starting your computer using Windows Server Safe Mode and then uninstalling the KB5031354.
