This has nothing to do with PowerShell. You have a problem with the boot loader on the disk.
- Create a bootable Windows 10 USB
- Select USB from the boot menu
- Get to the "Repair your computer" item, then "Troubleshoot", and then "Startup Repair".

It's the EFI shell, not PowerShell, so I will remove PowerShell tag from this thread. \EFI\Microsoft\boot\bootmgfw.efi is the WIndows Boot Manger and it seems to be missing. You can try the Startup Repair.
