How to get rid of blue circle around mouse cursor when doing rapid movements with a mouse?

When I move my mosue rapidly - a blue circle appers to higlight where the mouse is. How to turn it off? It appears in games even with slow movements. This is annoying and I want to get rid of it.
My laptop is Asus Zenbook Pro Duo running Windows 11.

Note: "Show location of pointer when I press the CTRL key" is off.

    If you have an Asus Zenbook Pro Duo laptop, you can try to disable the ScreenPad Plus feature in the Asus Control Center app.
