Azure containerized function app is unresponsive

We are using containerized Azure functions. We have disabled public access and function apps are accessible only from APIM. It was working till 2 days back.
From yesterday we see APIM gateway time out, 504 errors. We found that Azure function deployment center logs. It took 28 minutes to load the container image. Is this normal?
Also immediately after one successful download, next download started again.
We also tried to enable public access for the function app and tried to access the functionapp directly. That also does not help.
