    I understand that you have submitted the access form and got the approval for Azure OpenAI use.
    We are sorry for the inconvenience caused.

    If you are using the subscription plan Azure for Students, then it is no longer allows for Azure OpenAI use.

    Our team is working on getting this communicated to avoid any confusion and inconvenience.

    As mentioned in Azure account requirements, you can get an Azure account for free and you'll get some free Azure credits to get started to ensure Azure OpenAI deployments are successful once your request is approved.

    You can request access with this form. If your access request to Azure OpenAI service doesn't match the acceptance criteria, you can use OpenAI public API instead.

    First, I'd recommend trying to use a different region to create the Azure OpenAI instance.

    Second, I'd recommend opening up a ticket with Azure Billing Support:
