Domain Computer windows logon Wifi issue

Hi,

our domain computers are experiencing issue at with wifi before the windows logon. We are on Windows 10 22H2.

We have deployed a wifi Profile which automatically authenticate with a RADIUS server, This works without issue.

As soon as a user wants to connect to a new wifi before the windows logon it gets the message "sucured, no internet" and after few seconds the wifi is disconnected.

If the user login on his windows profile and connect to the same network it works without issues and at the next logon continues to work.

The problem is just happening the first time the user wants to connect to a new wifi network before being log on windows: the problem does not occur with a LAN cable.

The firewall is off.

there is no restriction on network connection via GPO.

the wifi drivers have been updated.

the event viewer does not show any error: the connection is enstablished and disconnected. (WifiAutoconfig)

our AV has been uninstalled for testing purpose.

any idea what can I do to have this working? The user would have to have a pre login on VPN so they need to connect to private networks before the windows login.
