The steps are still valid, and your E3 subscription should indeed give you access to the feature. Are you logged in as a Global admin? What happens when you try to browse to the page directly? Company Branding not available - why?

I am not able to access the company branding section in Microsoft Entra > Identities > User experiences > Company branding. The user experiences section does not even show up in the list of items to choose.
According to the Microsoft article: https://learn.microsoft.com/en-us/entra/fundamentals/how-to-customize-branding
the prereqs are a P1, P2, or an Office 365 (for Office apps) license. I have an Office 365 E3 license so I feel like I meet the requirements.
Any ideas?
