Change DNS Server Address To One that Supports Encrypted Connections over https

Hello, I recently downloaded NetSurfer Browser (an open-source product that offers added security) and I operate 2 businesses from my home online.
Prior to downloading NetSurfer, I read the information/requirements for the program, and it stated that one needs to Change DNS Server Settings via Windows Control Panel>Network Connections>Network Properties Dialogue Window, and then change to a DNS Server Address that Supports Encrypted connections over https.

I'm operating on Windows 11 Home and cannot find anything that says "Network Properties Dialogue Window" So I wonder if someone could help.
The Website also then also listed IPv4 andIPv6 Primary and Secondary series of numbers (ie. 1.1.1.2 and 1.0.0.2. for IPv4 and 2606:4700:4700::1112 and 1002) for Malware Blocking.

My thought was that the encryption would help to proactively protect consumer information should any type of data breach happen (I mean, I have insurance, but. . .). Additionally, I have my own Modem with Firewall and an Added Second Firewall already in place. (I don't know if this last step of "encryption" is really necessary or if the level of vulnerability is more related to the intent and determination of the person breaching the data.
