URLRewrite module suddently stops working in Windows Server 2019

I believe some recent system updates breaks URLRewrite module in IIS.

I have a reverse rule in IIS which worked fine. Today I found that it stops working. For exmaple:

http://www.mysite.com/some.other.site/path/ worked before but now I get 404 error.

Is this a known issue?
