You'll need to be granted Network Contributor on the virtual network subnet that you're trying to use for the VM. Either that or you'll need someone who does have this permission on the vnet to create the Network Interface resource for you, which you'll then be able to reference in your VM creation.

Hi,
I am not able to create VM due to not able to create Vnet. As i am admin of the account but still not able to create any VM. Please help me here. Attaching screenshot for reference.

To expand on AirGordon, you mentioned that you are already an admin for the subscription. Are you refering to Global Admin on the Microsoft 365 Admin Center? When a Subscription is created this differs. Are you a Owner/Contributor on the actual Azure Subscription RBAC roles?

List owners of a subscription
