How to enable mobile hotspot in an environment without external internet connection? This also refers to providing services such as SSH or remote access to Windows solely through a local area network (LAN).

I have previously succeeded in activating the mobile hotspot in a network-less environment using this post (https://blog.csdn.net/m0_64649746/article/details/128276420). However, with several Windows updates, I am currently unable to activate the mobile hotspot in a network-less environment.

What's the error message when you can't create a mobile hotspot?

What does "network-less environment" mean? You can't set up a mobile hotspot if you don't have any network connection.
