    You could try the steps below:

    1. Clean the cookies and cache of your browser and retry.
    2. Change other browsers or use InPrivate mode to try this operation to see if the problem still exists.

    If it still exists, please check the following information and share with me:

    1. According to the prerequisites in the relevant document, you should have Project Collection Administrator or organization Owner permissions in Azure DevOps. Please check your permissions.
    2. Check if your team members can set up billing.
