How can I allowed site visitors to upload files, but not download?

Hello everyone,

I'm seeking assistance on how to restrict site visitors and members from downloading files that are uploaded to the site. I have set permission levels to restricted view, view only, and have even created a permission level following the instructions from the articles below.

Users are still able to download even after testing all of these different permission levels. We believe this to be a technical issue, if someone can reach out and help us figure out this issue. Thanks!

    Hi @Natalie Soto ,

    Because your site visitors and members have Restricted Read permission in addition to view only and Edit without download permission created based on view only. This is the root cause of why users can still download.

    You need to remove Restricted Read permission from site visitors and members so that new files can be uploaded but not downloaded.

    It seems this is not a common issue per my test. However, we can work together to narrow down and resolve the situation. So, Please kindly provide more information below to let us work further.

    1.Check if the user has only upload but not download permission in site level permission and document library permission.Because permissions are enforced at a higher level, if a user has both EDIT and READ permissions, then the system assumes he has EDIT permissions.

    2.If you confirm that there is no problem with the permissions, try to remove all permissions from the user and re-add them for a new attempt.
