If you are using the whisper model API, you will get "Requests to the Audio_Transcriptions Operation under Azure OpenAI API version 2023-09-01-preview have exceeded call Please retry after 17 seconds. Please retry after 17 seconds.
However, when I access "https://aka.ms/oai/quotaincrease", there is no request to increase the quota for the whisper model.

@mates_miura Note that the Whisper model is available via the Azure AI Speech Service as well, which might work for you.
Either way, you can raise a support ticket to request a quota increase.
